The initial quest for citizenship in Ardoth by way of winning over citizen patrons mirrors the attempt of PCs in the Foreigner's Quarter in Empire of the Petal Throne to develop patrons and work their way into the social structure of Tsolyánu. You only get downtime in between adventures, and you get exactly one downtime action per downtime. So the players are not free to simple "take downtimes".
